NCR Palm Crest Jhajjar Sector 21: Plots, RERA & Price

The largest plot, 150 sq m, is the DDJAY maximum, and the layout has the scheme's other markers too: a community-site share just over 10 per cent and a commercial pocket just under 4 per cent. Palm Crest Jhajjar price
The developer has published no price, and every listing reads "price on demand". So here are the rates that apply around it:

That is an illustration, not a quote. Add the usual DDJAY extras, which on other Jhajjar colonies come to about Rs 2.5 to 3 lakh in fixed charges and deposits, a corner or park-facing premium of around 7.5 per cent, and stamp duty. Ask for the price list against plot numbers, and the full cost sheet. Is Palm Crest legit?
On the paperwork, yes: the project is registered with HRERA under a valid DTCP licence, with an approved layout, a zoning plan, an escrow account at ICICI Bank and a chartered accountant's non-default certificate on file. What the registration cannot give it is a track record. The developer's filing lists no projects launched in the previous five years, and we found no website or delivered project for NCR Infra Build Well Developers LLP. The partners named on the registration are Raj Bala and Rajesh Sahrawat, who is also the authorised signatory. Searches also turn up an "NCR Infra Buildwell Pvt Ltd", which may or may not be connected; the LLP is the registered promoter, so it is the name that should appear on your allotment letter and agreement.
A new, single-project developer is the normal profile for a small DDJAY colony in Haryana, and it is not a strike against it. It does mean the registration and the escrow account carry the weight a brand would otherwise carry. Read the quarterly progress reports on the HRERA portal. One more item is on the record: on 29 July 2026 HRERA heard and disposed of a representation from two individuals concerning the developer. Ask what it was about.
Sector 21 Jhajjar, Haryana: location
Sector 21 lies on the edge of Jhajjar town, in the villages of Jhajjar and Bid Sunarwala. Its neighbour in the same sector, Saras City, is on the Jhajjar-Badli road near Bhatti Gate and markets the sector as about 1 km from the national highway, 5 minutes from Jhajjar city, 10 minutes from the KMP Expressway, 15 minutes from Reliance MET City and 20 minutes from the national cancer institute at AIIMS Badsa. Those are a neighbour's marketing figures, so measure the route from the Palm Crest gate yourself. Gurugram is about 40 to 50 minutes by the KMP.
Does Jhajjar come in NCR? Yes: Jhajjar district comes under the National Capital Region, which is part of why the developer uses the name. Is Jhajjar good for investment? The case rests on jobs at Reliance MET City and the industrial belt along the KMP, AIIMS Badsa, and plot prices that are a fraction of Gurugram's. The risk is supply: Jhajjar has dozens of DDJAY colonies launching at once, so resale can be slow. Building on the plot: the stilt-plus-four question
DDJAY plots are often sold on the promise of stilt-plus-four floors. The High Court's April 2026 stay on that policy was later confined to Gurugram district, so it does not reach Jhajjar directly. But the Town and Country Planning Department's memo of 21 July 2026, as reported, holds all further stilt-plus-four approvals on residential plots and is not limited to Gurugram. Palm Crest's layout and zoning plan were approved before that memo. - The stilt-plus-four building route is on hold
Our view
On the record, Palm Crest is a properly registered small plotted colony with a generous layout and a clear completion date, which is more than many Jhajjar launches can show. The open questions are commercial ones: the price, who stands behind a new LLP, and when the external services arrive. If the developer quotes near Sector 21's Rs 50,000 per sq yd and can show the external service approvals, it is a sound plot for a family that plans to build. Pay no more than 10 per cent before a registered agreement, and keep the rest tied to work you can see on the ground.
