This guide gives you a practical way to judge for yourself.

Buying from abroad changes what you need from an agency. You may not be able to visit the property or the developer's sales office. You may be moving funds across borders, dealing with a different legal system and relying on someone else to be your eyes and ears.
That means the agency is doing more than showing you listings. It should explain the rules clearly, check the developer and the project, guide you through the paperwork and be honest when a deal is not right for you. A slick brochure is easy to find. Honest advice is harder.
Can Foreigners Buy Property in Dubai? A Quick Primer
Yes. Foreign nationals can buy freehold property in Dubai's designated freehold areas without needing UAE residency. Freehold means you own the property and the land it sits on with no time limit. Freehold zones include well-known areas such as Downtown Dubai, Dubai Marina, Palm Jumeirah, Business Bay and Jumeirah Lakes Towers, among many others.

Buyers should budget roughly 7% to 8% of the property value on top of the price for fees, including the Dubai Land Department registration fee, agency fee and trustee costs.

How to Verify a Real Estate Agency Before You Trust It
Before you talk about any property, check the agency itself. It takes a few minutes and filters out most of the risk.
Company licence and RERA registration

The individual broker's registration number
Each individual broker also has a Broker Registration Number (BRN) and a RERA broker card. The person you are speaking to should be able to show both. Make sure the name, photo and brokerage on the card match the person and company you are dealing with.
Advertising permits and signed agreements
Property advertisements in Dubai carry a Trakheesi permit number, and many display a QR code that links to Dubai Land Department information about the advertiser and property. Check that the permit matches the unit being advertised. Before any transaction, expect a signed brokerage agreement. Confirm with your agent which of the standard RERA forms apply to your deal, such as Form A for sellers and Form B for buyers.
Checking through official Dubai channels
You do not need to take anyone's word for it. The Dubai REST app and the Dubai Land Department website let you search registered brokers and verify licences and permits. Use them for both the agency and the individual broker.

A good agency does more than find you a unit. As an overseas buyer, you should expect:

Buying From Overseas: How the Process Works Remotely
Remote buying is legally possible, and many investors do it. In practice, it usually means virtual viewings, digital documents and, where you cannot attend, a Power of Attorney (POA) that lets a trusted representative sign on your behalf.
A POA from outside the UAE typically needs to go through a legalisation and attestation process, so check the requirements for your country and allow enough time. Errors in an attested POA are a common cause of delays, which is why professional legal support is worth considering.
Financing works differently too. Non-resident mortgages exist, but banks usually lend a lower percentage of the property value than for residents, and the terms depend on the bank, your profile and the property.
