How Do Respite Services Australia Work Under the NDIS?

Usually, carer fatigue strikes with no warning. For one parent supporting their adult child with a disability (or for one partner managing complex daily care requirements in Hobart and Adelaide), deciding to take a break is a more complex question of how to fund it. Respite Services Australia has been established to provide a national answer to that question, and NDIS participants can access Respite Services through their NDIS plan.
A term that means different things to different families
Respite could be the overnight break for a few families in Salisbury or Blair Athol each year when the main carer needs to travel. For the others in Murray Bridge or Mount Gambier, it is an organised weekly respite period where the person takes part in the day program and where the carer will have 4-6 hours of free time from their active role in caring for the person.
Note: Respite isn't a service category in the NDIS. It's a goal to be funded under various line items, depending on the respite. Under Assistance with Social, Economic, and Community Participation, Day Programs are listed. Overnight stays are in Short-Term Accommodation. Understanding which one goes to an individual situation alters the spot and who you contact first.
What the funded break actually covers
Respite Services Australia is not an NDIS plan manager, but it offers assistance, referrals, information, and advocacy for families navigating the NDIS system. The question for people in Port Augusta, Whyalla, Morphett Vale and Kilkenny that's not been asked yet is how respite funding fits into a plan, and whether they require respite funds that are not already part of their funding plan. Respite is not just a request; it's an assessed need.
If you are staying more than 1 night, the funding is for STA Accommodation NDIS, which is available for up to 28 days per plan year at an appropriate STA provider. Accommodation, personal care while in residence, meals, and activities are covered. Transport to and off site is in addition. However, for folks in the less well-known registered STA service suburbs of Mount Barker and Hillcrest, they may need to call outside their local area to book an STA.
How does STA respite sit inside the plan?
STA Respite is used when the motivation for short-term accommodation is the carer's need for respite, not the participant's preference for a change of setting. The same is the funded outcome. It is about how the need is documented prior to the NDIS planning meeting.
Carer fatigue is more likely to be raised (before) than evidenced (during) a plan; the more likely it is to include adequate STA funding. A GP letter, a carer needs assessment, and a worker coordinator record are all valid. Families in Melrose Park and regional South Australia who provide this information in advance of the review report fewer funding gaps than those who raise it in the table.
When emergency accommodation changes the situation
NDIS Emergency Accommodation provides a different kind of accommodation at a different time. Planned respite funding does not apply in the following scenarios: A participant's residence becomes unsafe; a primary carer collapses; a primary carer leaves a hospital for somewhere not suitable for the participant. For emergency accommodation, please contact the NDIS on 1800 800 110 and request an urgent review of the plan. Most cases result in interim support plans rather than an amendment to the plan.
In contrast, participants in Hobart and other regional areas, such as Whyalla or Port Augusta, will have waiting times exceeding those in Hobart, as participant numbers are higher and capacity in those areas is filling up more quickly. It is good practice to identify 2 or 3 local providers who are registered and ensure that contact information is kept up to date. Not being alarmed is no longer alarmist if you know who to call in advance.
Where your NDIS plan manager fits in
An NDIS Plan Manager Adelaide can review the plan and advise you without the need for a comprehensive plan review on what respite funding may already be in your plan, as well as what line items in your plan refer to different types of respite. The fact is that there will be times when participants try to book STA accommodation without allocating funds for day accommodation, or vice versa, which can cause problems when the invoice is issued.
The advantage of managing both access to STA Accommodation NDIS and provider choice is greater provider flexibility within the Plan-managed model compared to the Agency-managed model. Agency-managed participants can only be with NDIS-registered providers. A self-managed participant can administer payments using unregistered providers. For a plan used in regional South Australia, with a smaller list of registered providers, the type of management will affect the number of realistic options.
Where across SA and Hobart this applies
The Respite Services Australia resources and referrals are nationally available. As a South Australian, residents in metro Adelaide suburbs (Salisbury, Blair Athol, Kilkenny, Hillcrest, Melrose Park, Morphett Vale) have the most choices for registered respite and STA providers within South Australia. Both the number of local options and the amount available for them have decreased, but funding for participants from Murray Bridge, Port Augusta, Mount Gambier, Mount Barker, and Whyalla remains the same.
There are planned respite and STA providers in Hobart, though it is a bit more limited. Choose a provider who has a funded support category of ‘Short-Term Accommodation’ before considering it as part of your plan.
Questions families ask once the paperwork starts
Just because it is in the NDIS plan, does that mean respite care automatically resolves?
Respite funding must be included in the participant's plan to be available to them. It must be part of a support package, whether under STA Accommodation NDIS, day programs, or in-home support, before you can use it. If it's not there and you require it, you should approach your NDIS Plan Manager Adelaide or your support coordinator prior to your plan review, not at the time of your plan review.
What's the difference between STA respite and emergency accommodation?
STA Respite is planned and funded in STA Core Supports. NDIS Emergency Accommodation is unplanned accommodation and happens when a crisis arises. They originate from various sources within the plan and must go through several steps. One is documented in advance, and the other is addressed through an urgent call to the NDIS.
I don't know what I'm looking for. How does Respite Services Australia help?
Respite Services Australia assists carers and participants who are unsure which respite service best meets their needs by providing guidance, information, and support to address their key questions. They may be able to help with carer needs assessments and prepare for a conversation about the planning meeting with a plan manager or plan coordinator.
If the participant is agency-managed, can respite be provided?
Yes, but via NDIS-registered providers. If the pool of local registered providers is small, this should be discussed with the managing agency before a critical need arises.
One thing to do before the next plan review
When discussing respite funding, the discussion begins before the planning meeting, not during it, with a carer needs assessment, Respite Services Australia or the Support Coordinator detailing a need (gap) in writing, and a review of the current plan, which will already include respite activities. People from all over South Australia and Hobart who arrive at the Planning Meeting with that paperwork in order seldom leave the Meeting without getting the funding they need.
