Costa Rica Car Rental: What the Booking Sites Don't Tell You

Renting a car in Costa Rica is straightforward until it isn't. The booking process is simple. The insurance requirements are not. The road conditions are not. And the gap between what you think you're paying and what you pay at the counter is one of the more reliable travel frustrations in the country.
The Insurance Problem
Costa Rica law requires all vehicles to carry mandatory basic insurance called TPL (Third Party Liability). This coverage must be purchased from INS — the Instituto Nacional de Seguros, and it cannot be replaced or waived by credit card coverage or existing auto insurance policies from your home country.
Most international booking platforms display a base rental rate that does not include the INS TPL. It's added at the counter, and it's non-negotiable. The daily cost varies by vehicle category and rental period but adds meaningfully to the total.
Beyond the mandatory TPL, rental companies offer additional coverage, collision damage waiver, theft protection, and supplemental liability. Whether you need these depends on whether your credit card provides secondary rental coverage and how comfortable you are with the damage excess on the base policy.
The practical approach: calculate the full insurance cost before comparing rates across companies. A cheaper base rate with higher mandatory fees often costs more than a slightly higher base rate from a company that bundles coverage more transparently.
Vehicle Selection
The 4WD question is the most consequential vehicle decision in Costa Rica. The answer depends entirely on your itinerary.
Staying on primary paved routes, the Costanera Sur, the Interamerican Highway, routes between major tourist towns, a standard vehicle is adequate. Venturing onto secondary roads, accessing remote beaches, or visiting properties outside the main tourism corridors in wet season, a 4WD with high clearance is the appropriate choice and sometimes the only option.
The cost difference between a compact car and a 4WD SUV is meaningful. The cost of getting stuck on a rural road without one is more meaningful. For any itinerary that includes the Southern Zone, remote Guanacaste beaches, or Monteverde (which involves a famously rough road from the Interamerican), upgrade.
Booking Logistics
Local Costa Rican rental companies, as opposed to international chains, often offer better pricing and more flexible policies. They also vary more in vehicle condition and service quality. Checking recent reviews specifically for the Costa Rica location, not the chain globally, is the relevant due diligence.
Airport pickup at Juan Santamaría International (SJO) and Daniel Oduber International in Liberia (LIR) is the most common collection point. City pickup in San José saves the airport surcharge but adds urban driving complexity.

One Rule That Matters
Photograph every existing scratch, dent, and scuff before driving off the lot. Document it with the rental agent present. This is the single most effective protection against disputed damage claims at return.
