Best Free Ways to Turn Meeting Recordings into Notes and Minutes (2026)

Author : Jordan Hale | Published On : 04 Nov 2026

The meeting is over and the recording is saved. Now someone has to write the notes. This guide compares five free or freemium ways to turn a meeting recording you already have into a transcript, then into notes or minutes. The tools are Whisper Web, Otter.ai, Fireflies.ai, Notta, and Happy Scribe. We read each free plan on the vendor's own pricing or help pages as of 2026-10-15. We did not run scored accuracy or speed tests, and we say so wherever it matters.

This guide starts after the file exists. It does not cover how to record a Zoom, Meet, or Teams call. For that, use each platform's own help pages.

How we chose and compared the tools

Each tool had to pass the same five checks:

  1. There is a free path. A free plan or trial that needs no card to start.
  2. It takes a file you already have. Joining live calls is a bonus. File upload is required.
  3. It gives you text you can turn into minutes. An editable transcript, AI notes, or both.
  4. The privacy model is clear. Does the audio stay on your device or go to the vendor's cloud?
  5. Limits and prices come from the vendor. Every figure is dated 2026-10-15.

We then compare every tool on the same seven points. Those are signup, free limit for a file, upload or local, notes features, free exports, paid price, and accuracy or speed.

There is no overall #1 here. The right pick depends on how long your files are, how private they are, and how much drafting you want done for you.

What we did not measure: We did not create accounts on Otter, Fireflies, Notta, or Happy Scribe. We did not upload a test meeting anywhere. We did not run a live browser test of Whisper Web this session. So word error rate, processing time, and summary quality were not measured. Read this as a guide to features and limits, not a bake-off.

Quick picks by scenario

  • The audio must stay on your computer: Whisper Web's free local mode, for files up to 20 minutes.
  • You want an AI summary and action items, and cloud upload is fine: Otter Basic or Fireflies Free. Read their file limits first.
  • You mostly need live meeting notes and only upload now and then: Happy Scribe Free or Fireflies Free.
  • You just want to try one on a short clip: Notta Free, which caps each conversation at 3 minutes.

Transcript, notes, and minutes are not the same thing

It helps to separate these three words before you pick a tool.

A transcript is every word, in order. A 30-minute call can produce several thousand words.

Notes are a short summary of the topics and key points.

Minutes are the formal record. They say who attended, what was decided, and who will do what by when.

Most tools give you a transcript. Some add an AI summary. None of them know your team's minute format unless you set it up. Think of the tool as writing a first draft. You still sign off on the final record.

Prices are in US dollars, as shown on each pricing page. Plans change often, so check before you pay. The tools below are not listed in ranked order.

1. Otter.ai Basic: summaries built in, very few file imports

Best for: People who want an automatic summary and action items for just a few files.

Otter's free plan is called Basic. Its pricing page lists 300 transcription minutes a month and a 30-minute cap per conversation. The limit that matters most here is file imports. Basic allows 3 lifetime audio or video file imports. That means three files in total, not three a month. Pro raises this to 10 imports a month.

The notes side is strong. Otter's comparison table marks "automated summaries with action items and outlines" as part of every plan, Basic included. Free exports are only mp3 and txt. PDF, DOCX, and SRT start on Pro. AI transcription is listed for English, Spanish, French, German, Japanese, and Chinese.

Pros: Summary and action items included. Web and mobile apps.

Limits: Three file imports for life. Meetings over 30 minutes go past the cap. Audio is uploaded to Otter's cloud.

Paid price (as of 2026-10-15): Pro is $16.99 per user per month on monthly billing. The annual price shows as $8.49, marked as a first-time offer.

Accuracy and speed: Not measured this session.

2. Fireflies.ai Free: room to transcribe, little room to store

Best for: Teams on Google or Outlook calendars who want a free notetaker that also accepts uploads.

Fireflies calls its free plan "Free forever." The plan card shows "Unlimited transcription*", "Limited AI summaries", "400 mins of storage/team", and "20 AI credits". The page text we captured does not explain the asterisk. The full comparison table lists the free transcript row as "Limited". So check the details inside your own account.

The free card lists "Upload audio/video file" as a key feature. That makes it usable for an existing recording. Storage is the real ceiling. Four hundred minutes per team fills up after a few long meetings.

According to the Fireflies FAQ, you can only sign up with Google or Outlook. The FAQ also says English is the main language, with 100+ others in beta.

Pros: File upload on the free plan. Some AI summaries included. A meeting bot and Chrome extension if you also want live capture.

Limits: 400 minutes of team storage. Free export options were not confirmed on the pricing page. Audio is uploaded to the cloud. Calendar-account sign-in only.

Paid price (as of 2026-10-15): Pro is $10 per seat per month billed annually, or $18 monthly. Business is $19 annually, or $29 monthly.

Accuracy and speed: Not measured this session.

3. Whisper Web: a free transcript in your browser, no upload on the free path

Best for: Short or sensitive recordings, when you want a clean transcript and plan to write the minutes yourself.

Whisper Web works differently from the other four. Its free mode runs OpenAI's Whisper speech model inside your browser. On that free local path, the audio stays on your device and you need no account. The stated limits are 20 minutes and 200 MB per file. The first run downloads a speech model, so it takes longer. Keep the tab open while it loads.

For a meeting file, the steps are short. Open the Whisper Web meeting transcription page and drop in your MP3, M4A, WAV, or MP4 file. Pick the spoken language or let it auto-detect, then start. When the transcript is ready, review it and download TXT or Word for your notes. JSON, SRT, and VTT are there too. The JSON file has timestamped chunks, which help you find the moment a decision was made.

The documentation lists 99 spoken language choices. Models range from Tiny, about 39 MB, up to Medium and Distil-Large, each around 750 MB. Small models run faster. The docs suggest larger ones for accents and noisy rooms, but they take longer.

Now the honest tradeoff. The free mode gives you a transcript, not finished minutes. The docs list no built-in AI summary or automatic action items. Speaker labels are not listed for the free local path either. You turn the transcript into minutes yourself, using the routine further down.

Longer files, batch uploads, and saved history come with the optional Pro or Unlimited plan. That path uses cloud processing, so your media is uploaded. Keep the two modes apart in your head.

Pros: No signup. No upload on the free local path. Useful exports for notes and captions. Many languages.

Limits: 20 minutes and 200 MB per file on the free path. No built-in summary or action items. Speed depends on your device. Accuracy varies with audio quality, accents, and crosstalk.

Paid price: Optional Pro or Unlimited cloud plan. See the Whisper Web site for current pricing.

Accuracy and speed: Not measured this session.

4. Notta Free: a taste, not a full meeting

Best for: Trying Notta's interface and AI summary on a short clip before you pay.

Notta is upfront about its free limits. The pricing page lists 120 transcription minutes a month and up to 3 minutes per conversation. It also lists 50 file uploads and 10 AI summaries a month. No card is needed.

The 3-minute cap decides it. Most meetings run far longer, so the free plan works as a demo. The page also lists "Export transcripts" as something Pro adds on top of Free. That suggests Free has no export, though we did not confirm it in the app.

Notta's FAQ says customer data is hosted on AWS. The company states it holds SOC 2 Type II and ISO 27001 certifications. Those are vendor claims that we did not audit.

Pros: Clear limits. AI summaries on the free plan. Many uploads a month, as long as each is short.

Limits: 3 minutes per conversation. Export seems to need Pro. Audio is uploaded to the cloud.

Paid price (as of 2026-10-15): Pro is $8.17 a month billed annually ($97.99 a year), shown with a 40% discount label. We did not capture the monthly price.

Accuracy and speed: Not measured this session.

5. Happy Scribe Free: good exports, short file trial

Best for: People who mostly record live meetings with a notetaker and only upload the odd short file.

Happy Scribe's free plan has two parts. Live meetings get unlimited recordings of up to 45 minutes each. Uploaded files get a 10-minute free trial of AI transcription, subtitling, and translation. For a recording you already have, the 10-minute trial is the limit that counts.

For notes, the Happy Scribe help center says AI Chat comes with every plan. On Free, you can analyze 3 files a month and ask for a summary or a list of action items. Free exports are DOCX, TXT, SRT, and watermarked MP4. The site lists 150+ languages and dialects.

Pros: Strong free export formats. AI Chat can draft a summary. Clear upgrade path.

Limits: Only 10 minutes of AI file transcription on Free. Audio is uploaded to the cloud. Much of the free value sits in the live notetaker, which this guide does not cover.

Paid price (as of 2026-10-15): Basic is $17 monthly, or $8.50 a month billed annually, with 120 AI minutes a month. Pro is $29 monthly, or $19 a month billed annually.

Accuracy and speed: Not measured this session.

Worked example: one 45-minute team call

Limits are easier to judge with a real file in mind. Say you have a 45-minute recording of a weekly team call. Here is what each free plan's published limits mean for it. This is a reading of the pricing pages, not a test.

  • Whisper Web free local: Over the 20-minute limit. Split it into three parts, or use the paid cloud path.
  • Otter Basic: Over the 30-minute cap, and it uses one of three lifetime imports.
  • Fireflies Free: May fit the transcription allowance, but it takes 45 of your 400 storage minutes.
  • Notta Free: Far over the 3-minute cap.
  • Happy Scribe Free: Over the 10-minute file trial.

In short, no free plan clearly handles this file in one pass, with Fireflies the possible exception. If your meetings often run this long, plan for a paid tier or split the files.

Turn any transcript into minutes in about 15 minutes

Whatever tool you use, the last step is yours. This routine works with any transcript.

  1. Skim once without editing. Mark where each agenda topic starts.
  2. Fix the words that matter. Speech tools slip most on names, dates, numbers, and product names. Fix those first.
  3. Fill in five headings. Attendees, Decisions, Action items, Open questions, Next meeting.
  4. Write each action as who, what, and when. For example: "Priya will send the revised budget by Friday."
  5. Quote only what you checked. If a quote matters, confirm it against the recording.
  6. Send a draft for correction. Ask attendees to flag errors within a day.

You can paste a checked transcript into an AI assistant for step 3. Just remember that this sends the text to that assistant's servers. If the meeting was private enough to keep the audio local, think twice before you paste it into a cloud chatbot. Whisper Web's AI meeting note privacy checklist lists questions worth asking first.

Whatever tool you pick, get consent before recording anyone and follow your company's policy.

FAQ

Which free tool writes meeting minutes automatically? Otter Basic, Fireflies Free, Notta Free, and Happy Scribe's AI Chat all list some kind of AI summary or action items. Each has tight free limits. Whisper Web's free mode gives a transcript only. Review any AI summary before you share it.

Which option does not upload my recording? Of these five, only Whisper Web's free local mode keeps the audio in your browser. Its optional Pro or Unlimited path uploads for cloud processing.

Which tool is the most accurate? We did not measure accuracy this session. Results depend on audio quality, accents, crosstalk, and jargon. Try two tools on a short sample of your own audio.

Can I use these for medical, legal, or HR meetings? This article makes no compliance claims for any tool. Ask your organization what is allowed and read each vendor's current terms.

Bottom line

No single free tool is best for meeting minutes. Otter, Fireflies, Notta, and Happy Scribe can draft summaries for you. But each free plan caps file length, imports, or storage, and each one uploads your audio. Whisper Web's free mode keeps short recordings on your device and gives you a clean transcript, while the minutes are up to you. Choose by file length, privacy, and how much drafting you want done for you. Then check names, numbers, and decisions before anything goes out.
